The Golden State has no real solution to reform and its shining gold continues to fade. Golden State's unemployment rate hit an all time high of 11.5% in May '09 since the current record-keeping began more than 30 years ago, as reported by LA Times.

(2) Oregon 12.4%
(3) Rhode Island 12.1%.
(4) South Carolina 12.1%
(5) California 11.5%
